It's both. Mel Gibson blamed alcoholism for his anti-semetic tyrade, Mark Foley blamed alcoholism for cybering.

South Park has made fun of gibson many times before and cartman isn't keen on following politics, so I really saw it as a double attack. Just made it all the more funny imo.
