No, it said nothing. The computer doesn't even recognize a disc in there.

This usually means you put a blank disc in a drive that's not a CD burner...
How to tell if your drive is in fact a burner:
1.) remove any disc from drive
2.) open up "my computer"
3.) look at label on cd-rom drive. this one, for example says "DVD/CD-RW Drive (D:)". this means it can read DVDs and burn CDs. yours might say something like "CD Drive (D:)" or "DVD Drive (D:)", in which case it cannot burn CDs.

I talked to him. I'm under the impression that he made or attempted to make the disc at a friends house.

well, once he succesfully makes the disc, he will be able to use it to circumvent the filter.

It will be like his own personal OS when ever he pops the disc in.
