They're definitely overrated. They belong in at least spot 24.
Also, Bob Dylan definitely deserves his place. McCartney should be higher. Michael Jackson should be higher. Conor O'Berst can suck it.
Prince is definitely not better than most of the people above him.

I hate it when things call themselves "indie". It makes me full of anger.
Dylan is a good songwriter, but his singing is... awful, really.
Waters is good, but I personally like Pink Floyd for the instrumental parts.

All you Prince haters have no idea what you're talking about. He's a fucking SAINT up here. More than Bob Dylan, Husker Du, even (slightly) above The Replacements. When you fucking re-define an entire genre of music you better damn well be on the list.
