I don't have it all worked out, but there would be a census done every 5 to ten years with the people's satisfaction of the ruler. If the opinion poll is below some number, then hell be given a five year probation and a census will be done again and if people are still unhappy, then they hold elections again. |

But wouldn't a dictator just be able to take that census thing out with his supreme power? With no checks and balances, he can do whatever he wants.

I'm still thinking about that.
Maybe a committee of people have higher power than him, but they can only exercise that power if they think the dictator has gone too far and done something unconcstitutional. They are also the same people who hold the census. And every action that they forward has to be accepted by a supreme court.
And now it's starting to sound like a normal democracy .
On the other hand, the eminent threat of revolution would also balance his power (Zaq).

Hitler wasn't elected, he was appointed chancellor by the president and once the president died, he proclaimed himself president instead of having another election) |

That's true. But I think there were subsequent elections, after that, in which they could have voted for someone else, and they didn't. I could be wrong though, cuz I specialize in Canadian History, not German. This is purely off the top of my head. _________________ Yep.
