under communism, poor exploit rich.
under capitalism, rich exploit poor.
but the poor at least get paid for being exploited under capitalism. Under communism, everyone above the median gets shafted for nothing.
and communism won't work unless the government has unlimited resources to begin with. If the economy has any problem of scarcity, communism breaks down.

It's close to communism, but since it's a system without currency, it's not really comperable to modern communism.
That and if you were a lazy Incan, they'd threaten to throw you off a cliff.
